Of course, far from aggressive may be a bit of an understatement. A 45% reduction in carbon emissions per GDP unit is still an increase of around 75% total when done over 15 years where you average 8% growth (and china's growth may very well be higher then that.)
Still, it's good to see and it's a refreshing change of pace from the zero sum diplomatic mindset that they've used in other international issues like Iranian and North Korean sanctions or exchange rate manipulation.
